Situation

Area not zoned for townhouses because of wetlands, storm water, and property shape.

Problem

Contractor must satisfy all regulations. Yet Corps of Engineers policy said storm water had to be contained underground and could not be placed in wetlands.

Benefit

Grattan Associates manipulated the shape of the property and designed three underground storm water detention basins, low on the site and shaped to avoid the wetlands—thereby satisfying all regulations, so the property could be developed for townhouses.
